Reading a Compass when the E and W are transposed.

When I first started collecting survey instruments I could not understand why the E and W were transposed on a compass face. Most of the instruments where this occurred were from the northern hemisphere and I thought that may have something to do with the positioning.

However, on further investigation I found the information below which provides the  common sense application for the markings.
